About this worksheet

Countries are governed in different ways, and the biggest difference is who holds the power. In a democracy the people hold power and vote for their leaders, in a monarchy a king or queen rules with a crown usually passed down through a royal family, and in a dictatorship one ruler takes total power and citizens have little say. This worksheet helps students tell these three forms apart, a foundational idea in civics.

Section A gives nine examples (citizens voting in free elections; a king inheriting the throne) and asks students to label each a democracy, monarchy, or dictatorship. The reference box defines the three forms by who holds power, and no example sentence from the items is reused in it.

Section B asks students to define a democracy, explain how a monarchy chooses its next ruler, say why citizens have the least say in a dictatorship, and compare the United States to a monarchy. Page 3 is a complete answer key. The skill builds toward understanding citizenship, elections, and how nations are run.

How to Use This Lesson

Read the reference box aloud and ask ‘who holds the power?’ for each form.

Complete Section A independently – have students decide the people, a royal family, or one ruler.

Work Section B item 13 together: explain how you know the United States is a democracy.

Use the answer key on page 3 for self-check or teacher review.
