About this worksheet

A tax is money people and businesses pay to the government, which pools it to pay for things the whole community shares – public goods like roads, public schools, parks, and the fire department. A private good, by contrast, is something one person buys and uses alone. This worksheet teaches students where tax money goes and how to tell a public good from a private one.

Section A lists eight items (a city sidewalk, a candy bar, the fire department, sneakers, a public library, a home computer, a traffic light, a movie ticket) and asks students to label each public good or private good, balanced four and four. The reference box defines taxes and both kinds of goods with road and candy-bar examples but names none of the eight Section A items.

Section B is short-answer on page 2. Students define a tax, contrast public and private goods, name local public goods, and explain why pooled taxes can fund a fire department no single family could buy. Page 3 is a complete answer key. The skill links economics to civics and to how local government works.

How to Use This Lesson

Read the reference box aloud and brainstorm a quick list of things taxes pay for in the community.

Complete Section A independently – have students ask ‘does everyone share this, or does one person buy it?’

Discuss Section B item 12 (why taxes can fund a fire department) to reinforce pooling.

Use the answer key on page 3 for self-check or teacher review.
