About this worksheet
Citizenship begins with understanding rules, rights, and responsibilities. This worksheet introduces all three concepts with clear definitions and age-appropriate examples, then asks students to distinguish among them in a variety of everyday civic contexts.
Section A presents 10 items — freedom of speech, picking up litter, a speed limit, the right to a fair trial, recycling, a school dress code, helping neighbors, the right to vote, a library quiet rule, and paying taxes — and asks students to label each as a rule, a right, or a responsibility.
Section B deepens civic reasoning with 6 short-answer questions. Students explain why communities need rules, compare rights and responsibilities, consider how one person’s choice to break a rule affects others, and identify ways young people can be responsible citizens. Page 3 is the answer key.
How to Use This Lesson
Read the reference box aloud and ask students for one rule they follow at school and one responsibility they have at home.
Complete Section A independently — note that some items (e.g. helping a neighbor) may spark discussion.
Work Section B item 2 (right vs. responsibility) as a class to model the distinction before students write.
Use the answer key on page 3 for self-check or teacher review.
