About this worksheet
Government in the United States works at three levels at once. Local government runs a town or county, state government runs a whole state, and federal government runs the entire nation. This worksheet teaches that vertical layering – a separate idea from the three branches, which split power horizontally within a level.
Section A asks students to label eight duties as local, state, or federal – from collecting a town’s trash to printing the nation’s money. The reference box teaches each level by the size of community it serves, so students classify by reasoning about scale rather than memorizing a list.
Section B is short-answer. Students contrast local and federal government, name a statewide duty, decide where to take a neighborhood request, and explain why the nation needs a federal level. Page 3 is the answer key. Content is civic and non-partisan; no current officials are named.
How to Use This Lesson
Read the reference box aloud and pause on the test question about the size of the area each level serves.
Complete Section A independently – have students name the community size before writing the level.
Discuss Section B item 11 (a stop sign request) as a quick class talk about which level to ask.
Use the answer key on page 3 for self-check or teacher review.
Pair with the Branches of Government Worksheet to contrast levels (vertical) with branches (horizontal).
